The High Table Decree
§1.1
Absolute Authority. The word of the High Table is final on all matters of Pack policy, resource allocation, and territory. No vote overrules the High Table on matters of Pack security.
§1.2
The President. President Tela holds the highest seat. All Pack decisions are subject to the President's approval. The President's spot on the couch is non-negotiable and non-transferable.
§1.3
The Vice President. VP Magenta maintains first rights to all secondary resources, including premium kibble reserves and the second-best sleeping spot.
Sub-section: "The Squeak" — No toy is considered communal unless Tela has officially abandoned it for a minimum of one nap cycle.
§1.4
Succession. In the absence of the President, VP Magenta assumes command. In the absence of both, the Road Captain with the most recent patrol log assumes interim authority.
II
Membership & Patching
§2.1
Full Members. Only dogs who have completed the Prospect Protocol and been approved by the High Table may be considered Patched Members of the Pack.
§2.2
Colors. The Pack patch is awarded at a formal Patching Ceremony. Loss of colors is possible only through unanimous High Table vote or voluntary departure.
§2.3
Member Ranks. Ranks include: Prospect, Patched Member, Enforcer, Road Captain, VP, and President. Rank carries commensurate privileges and obligations.
§2.4
Burn Protocol. Any member found in violation of core Pack values may have their record burned. A burned record is final. It is logged and cannot be appealed within 30 days.

The Prospect Protocol
§3.1
Application. Any dog wishing to join the Pack must submit a formal prospect application via the club's official prospecting portal. Walk-ins are not recognized.
§3.2
Prospect Period. Prospects serve at the pleasure of the High Table. The prospect period has no fixed duration; it ends when the High Table is satisfied.
A prospect must demonstrate: good temperament, loyalty, tolerance of baths, and at minimum one marketable skill (zoomies, barking, extreme cuddling).
§3.3
Rejection. Rejection is final at the time of issuance. Rejected prospects may reapply after 60 days, provided the circumstances of rejection have materially changed.
§3.4
Wanted Board. Prospects under active consideration but not yet formally admitted may be listed on the Wanted Board by decision of the High Table.
IV
Perimeter Defense
§4.1
Enforcer Duty. The Enforcer Squad shall maintain 24/7 acoustic surveillance of the Clubhouse perimeter. Any entity without pre-approved tail-wag clearance is a hostile entity.
§4.2
The Mailman Protocol. All delivery personnel are classified as Hostile Entities until the package is on the ground and the vehicle has cleared the block. Barking must be sustained without gaps.
§4.3
Trespass Logging. All unauthorized access attempts to Pack digital infrastructure are logged. Repeat offenders are blacklisted by IP decree of the Command Center.
V
Laws of the Open Sidewalk
§5.1
Road Captain Authority. Road Captains dictate pace on all open-road patrols. Their routing decisions are final during active runs.
§5.2
The Stop and Sniff. The Stop and Sniff is a mandatory tactical pause. No member may rush, pull, or otherwise interrupt a high-interest scent investigation.
§5.3
The Squirrel Clause. Any confirmed sighting of a bushy-tailed insurgent grants immediate permission to break formation for high-speed pursuit. Formation must be re-established within 30 seconds.
Exception: If the squirrel is up a tree and has clearly won the engagement, formation may be resumed without formal pursuit.
§5.4
Pack Move Protocol. When all Road Captains move together as a unit, they file a Pack Move with the Command Center. All captains share the same status until individually updated.
VI
The Treat Economy
§6.1
Communal Property. All treats are considered 100% Pack property until consumed. Hoarding is a violation subject to review by the High Table.
§6.2
Prospect Treat Disbursement. Prospects must demonstrate "Good Boy / Good Girl" behavior for a minimum of 5 consecutive seconds before any treat disbursement is authorized.
§6.3
Kibble Sovereignty. Each member's food bowl is sovereign territory during meal time. Any encroachment on active kibble is an act of aggression subject to the Enforcer Squad's discretion.
VII
Territory & Chapters
§7.1
The Prince George Chapter. The founding and mother chapter is Prince George, BC. All other chapters operate under the authority of the Prince George High Table.
§7.2
Territory Claims. Territory is claimed by formal registry in the Pack's digital territory map. Unclaimed zones are open to any Patched Member for declaration.
§7.3
New Chapters. New chapters require sponsorship from an existing Patched Member and formal approval from the High Table. Registry ID is issued upon approval.
VIII
The Memorial Clause
§8.1
Legends of the Pack. Members who have crossed to the other side are commemorated on the Pack Memorial Wall. Their names and stories are maintained in permanent record.
§8.2
Memorial Petition. Any member of the public may petition for a memorial entry via the formal petition process. All petitions are reviewed by the High Table before approval.
§8.3
Permanence. Memorial entries are never removed. The Pack does not forget.
IX
Code of Conduct
§9.1
Loyalty. Loyalty to the Pack is the highest obligation of any member. Disloyalty is the only unforgivable offense.
§9.2
Respect. All members, prospects, and guests are to be treated with respect commensurate with their rank. Humans are guests and are to be treated with cautious hospitality unless the mailman.
§9.3
No Snitching. Pack business stays within the Pack. What happens on patrol, stays on patrol.
§9.4
No Biting the Hand That Feeds. This is both literal and figurative. Literal violations are subject to immediate review. Figurative violations are subject to a stern look from the President.
X
Amendments
§10.1
Process. Amendments to these By-Laws require a unanimous vote of the High Table. No amendment may contradict the founding principles of the Pack.
§10.2
Charter Supremacy. The original Charter, ratified at founding, takes precedence over these By-Laws in all matters not explicitly addressed herein.
§10.3
Record. All amendments are recorded in the Patch History with a date stamp and the name of the High Table member who tabled the motion.
